Uthman ibn Affan reported:
The Prophet,
“There is no right for the son of Adam except in these things: a house in which he lives, a garment to cover his nakedness, a piece of bread and water.”
Food, water, clothing and shelter are fundamental human rights. This does not mean wealth and excess or extravagance; but the basic needs of nutrition and safety from the heat and cold.
Any government that does not secure these rights for their people has no claim to legitimacy, and no claim to be Islamic.
