Political Correctness has prevented people from expressing themselves in ways others might find offensive, as well as preventing people with genuinely harmful opinions that reveal deeper malice from clearly stating what they think.
This has led to the phenomenon of communicating through “dog whistles”; turns of phrase that can be interpreted to allude to dangerous views they are not allowed to say openly. Thus, matters that once were clear, are now open to interpretation, thereby making it easier to impute bad intentions to people for saying even allowed things.
