The Khilafah which is superior to any other type of rule is the Khilafah upon the prophetic methodology. That lasted in our history for 30 years. It is obviously the best style of government, but it is incorrect to say that all other forms are invalid, because Rasulullah ﷺ told us explicitly that other forms of rule would emerge, and we should tolerate them, and maintain obedience and allegiance to them; as long as the rulers do not commit open kufr. This is a clear negation of the claim that Khilafah is the only acceptable system in Islam.
We have not had Khilafah, as explained by the Prophet ﷺ , for nearly 1,400 years. Rasulullah ﷺ did not say that once the Khilafah ceased to exist, and was replaced by a rule of kings, that we should re-establish the Khilafah. No, because Rasulullah ﷺ was not referring to the name of a governmental system, but rather to the character of the government. You cannot impose the minhaj nubuwwa. You cannot re-establish it. Our rulers are not upon it, and they will not be upon it until the emergence of the Mahdi, regardless of what governmental form we have.
Rasulullah ﷺ said we should be patient, maintain loyalty and duty, and struggle to enjoin what is right and forbid what is wrong, as much as we can. This instruction is binding upon us from the end of the Khilafah of Hassan bin ‘Ali until the Khilafah of Muhammad bin Abdullah al-Mahdi. What we have in this period is struggle.
If rule is not upon the prophetic minhaj, it is very dangerous to empower rulers with absolute authority, as I think most of us realize. Whatever dictator we may have in this period, whether he calls himself a king or a president or a khalifah, he will be from those defined as “mulk Jabriya”; he will be subject to external control, and will not exercise real independent sovereign authority. If he incorporates under his rule greater numbers of Muslims and larger segments of territory, essentially this will just mean for our enemies minimum tyrants to manage for maximum control. One-stop shop imperialism.
Rather, it is more sensible to resist the centralization of authority, and focus our efforts against the forces of capitalist imperialism. What we have in this period is struggle.
