The imposition of neoliberal reforms in Egypt (or any country) requires bringing the “informal economy” into compliance with official policy. The informal sector, which is largely independent and immune from regulation, cannot be allowed to thrive.
The IMF and the World Bank, among others, have been pressuring Egypt to bring the informal economy into line, to prevent the population from having any option but to patronize the outlets of multinationals and .major franchises, and to force local entrepreneurs out of business.
To that end, Sisi is torching the informal economy.
