The basic need of an ongoing war against Muslim extremists, is an ongoing supply of Muslim extremists.
Our Ummah, al-Hamdulillah, does not produce the quantity necessary to accommodate the needs of power to justify their permanent war, so manufacturing extremists is one of their primary pursuits.
They do this by following strategies designed to enrage and radicalize Muslim populations (belligerence, violence, torture, etc), and by simply expanding the definition of what constitutes extremism.
