It should be understood that whatever the Egyptian army spends on security activities, weapons, ammunition, vehicles, etc, none of this constitutes financial loss, rather it is a profitable activity. Security operations are part of the military-industrial model to generate production and investment.
Furthermore, US and European military aid to Egypt is a mechanism for pumping money into US and European companies. It is a given that one component of that mechanism is that the military goods and services should be actually used so that they can be replaced or upgraded.
Demonstrations do not cause financial loss to the Army Inc, they boost their balance sheet
