The IRA used to have a protocol of delivering warnings to the authorities prior to any strategic bombing. This was an effective tactic for avoiding civilian casualties and demonstrated a degree of moral decency which gave credibility to their political goals.
Furthermore, the issuing of warnings ahead of bomb attacks ultimately enables a group to disrupt the authorities by simply warning of an attack without having to carry it out.
It should be understood that you do not measure the success of an operation by the number of casualties, but by the extent of disruption while still preserving the blood of the innocent
