We are facing either slavery or war. We need to avert both.
It is a question of the lesser harm preventing the greater harm.
Innocent people may be inconvenienced by disruption, but it is better than slavery or death in a protracted civil war.
Slaves who are liberated from their owners are also unemployed, but they are not slaves anymore.
When medicine is injected, it can sting, but it heals. Medicine may be bitter, but it cures.
