There is a tremendous difference between a tactic being justifiable and being strategically useful.
That apathy and indifference towards a policy translates as tacit support for that policy is a sound argument; however, delivering consequences for that policy upon its indifferent supporters is not like delivering consequences to policymakers themselves. As long as the decision makers remain insulated from the consequences of the decisions they make, policy will not be positively changed
