What I can say is that I do not believe that our struggle at this stage should be for state-formation.
We are living in the era of Mulk Jabiryy, and establishing a state will not change that. Any government we may establish will inevitably be overtaken by the hadith, and our rulers will be either forceful or forced oppressors. They will either tyrants who impose their rule by force, or they will be tyrants subordinate external powers, themselves, ruled by force. This is the case regardless of whether they call themselves “khalifah” or define their governments as “Islamic”.
The hadith literature clearly indicates that the period of Khilafa ‘ala Minhaj Nubuwwa will not return until the appearance of the Mahdi. There will be a Khilafah, but it will be a Khilafah that belongs to the Mulk Jabiryy category, and I for one am not interested in participating in the struggle to install an unjust ruler.
Rather, I believe it is our destiny to struggle against any state structure; to be in constant opposition, pressuring any government we may have to be more Islamic, more just, more righteous; while recognizing that it will never adhere to the Minhaj Nubuwwa entirely. We can only strive for improvement and progress, and against injustice and oppression as much as possible.
