It seems to me that any ruler’s term in office should not be less than 8 years, perhaps 7. Any term shorter than that, and he will be preoccupied with re-election. The first year in office is an initiation into the position, campaigning for re-election begins at least a year before the vote, so essentially, you are giving a ruler only about 2 years devoted to state affairs if his term is only 4 years. Not only is that a very short time in which to achieve anything substantial, but it also decreases his standing with international governments who know they only have to actively deal with him for possibly less than 24 months.
With an 8 year term, he will have around 6 years to pursue his policy agenda. Of course, there should be a mechanism for removing him from office if he proves to be a terrible leader, but even this mechanism, I think, should not be available until he has completed half his term in office.
I have written before that any ruler should also be automatically tried by a judicial tribunal upon completion of his term, to judge whether he abused his office, violated any laws, or misused his authority during his tenure. This should be automatic, and not on the basis of any accusations against him; it would be like an appraisal.
Such a mechanism might also provide a check on any potential abuses of power.
