There are hopes (I will not say “expectations”) that protests in Morocco may ignite a new Arab Spring. No tumult or social unrest in our countries will result in substantive change or improvement unless and until it is undertaken on the basis of specific policy demands. You do not change the situation by changing governments or politicians, but by changing policies.
