Try to bear in mind, in the US for instance, you vote for president and congress, but neither of these change the constitution of the country, they deal with policies and regulations that all must adhere to the constitution.
The same would apply in an Islamic government. All policies and regulations would have to adhere to the Shariah, but the people would elect their leaders and participate in the decisions that affect their lives. How on earth would that be either un-Islamic or undemocratic?
