In the Vietnam War, American soldiers used to set fire to a village in order to prevent it from falling under the control of the Viet Cong They called this “destroying the village in order to save it”.
But of course, destruction is destruction.
Anyone who believes that the Neoliberal program can be good depending on who is managing its implementation, is essentially using the same mentality as those soldiers.
If a regime you dislike imposes the IMF program, it is destroying the country. If a regime you like imposes the IMF program, it is destroying the country in order to save it.
