Truism:

If you want to identify the reasons behind a policy, look at the consequences the policy produces, do not listen to the rationale for the policy. The rationale will almost always contradict the outcome. This makes people think that the policy was a mistake because it did not produce and outcome that reflects the official purpose of the policy. However, more often than not, the policy was intended to achieve this outcome, but it is an outcome that no one would want to admit wanting to achieve.

So, don’t listen to the rationales, look at the outcomes, and assume that they are the reasons
