It would make sense for Myanmar to repatriate Rohingya refugees back into Rakhine. Either because they went too far in their fervour for ethnically cleansing them, or because they underestimated the potential scale of the Rohingya exodus; they have been left with barely anyone in Rakhine to be a source of fear and hatred, which leaves them the difficult task of managing the ethnic Rakhine with no means of distracting them.
