There is a massive chasm between a government that is Islamic by legal definition, and a government that is Islamic in character…The former does not at all guarantee the latter; and this is something the islamists do not want us to notice.
I think that what most of us want is a government that is Islamic in both legality and in character. The former is fairly straightforward, and has surprisingly few conditions; the latter, however, is the hard part, as there is very little agreement about what it means on a practical level.
