بتطلب تنظيم حدود نفوذ الشركات التي تعلو سياسة الدولة إلى دولة لديها استقلال سياسي حقيقي وسيادة اقتصادية. ومثل هذه الدولة تكون مستحيلة في ظل النظام الامبراطوري للشركات. وبالتالي، فالدولة يجب أن تتحرر أولاً من هيمنة الشركات، وهذا لا يمكن تحقيقه إلا عن طريق الشعب بالمواجهة المباشرة مع رجال الأعمال .
