مهاجمة الضعيف هي دائما قضية حساسة. إلا أنها تقل حساسية حين يستفز الضعيف تجاه التهور و التخبط, و عندئذ يوجد مبرر منطقي لتنظيم حملة قمع. إذا لم ينجح الاستفزاز، فإن الدولة لديها الخيار لتصنيع رد نيابة عن الضعفاء. إن وجود جماعات مسلحة بين الضعفاء يجعل هذا التصنيع قابلا للتصديق.
