The Gulf states are primarily interested in two things; their own food security and containing the influence of Turkey. These two priorities manifest themselves in Syria and Egypt as war and chaos in the former, and as iron-fisted, but totally dependent dictatorship in the latter. The toll this takes on the respective populations is irrelevant.
