الهدف الأساسي من وجود قوات الأمن هو أن ينزلون العنف على المواطنين من أجل النخبة ثم من بعد ذلك يمتصون عنف المواطنين من أجل سلامة النخبة، وبالتالي فجزء من وظيفتهم المؤسسية هي أن يكونوا مستهدفين وهذا لا يضعف النظام بأي حال.
