It is better to be punished for defiance of illegitimate authority than to be rewarded for capitulation. An imprisoned rebel is still freer than a slave. Because they fear you, they will make you suffer. But it is still less than you would suffer if you fear them.

When reality contradicts dogma, most people will choose to believe their dogma. At that point facts and rational thought become threats.
