It would make sense to me to impose a tax on non-productive wealth for people with steady incomes, where the rate would be increased each year that the wealth was held without being invested in productive activity. With the taxation rate reaching 100% within, maybe, 5 years. This would encourage wealth circulation rather than accumulation.
