This is a couple months old, but it is in the process of implementation. The redrawing of the governate demarcations has very little to do with ‘achieving social justice’ and ‘diversification of resources’, and everything to do with obscuring poverty, criminalizing poor neighborhoods, demographic redistribution, and controlling public space.
By annexing poorer areas into developed governates, the poverty ratio will get skewed, potentially diluting the statistics of deprivation with those of privilege, which can then be used to justify suspension of social services earmarked for the poorest communities.
Perhaps most importantly, the new plans also propose to expel citizens from urban centers and basically drive them out of the cities, banishing them in remote, managed communities, who know where. Essentially this amounts to irrigating the revolutionary demographic pool, dispersing the population across the land to pre-empt cohesion and mobilization. This is reminiscent of re-demarcation of administrative boundaries of the provinces in Iraq under the Baathists.
