The shape and character of governmental power is a response to the interests and agenda of private power. This is the case whether the government is democratically elected, or appointed, or imposed.
Even if you can succeed in changing the personnel in the government, the shape and character of the new administration will conform to the same interests as the one you overthrew.
The only way to have a genuine revolution is to rebel against private power
