The only way to regulate the activities of multinationals and foreign investors in Egypt is if their unregulated activities are disrupted to the point of unprofitability, and they have no other way to do business than to accept regulation.
This is the only realistic mechanism for taming multinationals. Government can’t do it, just as a subsidiary can’t dictate to its parent company.
