Basically what is happening is this :
Foreign oil and gas companies are deliberately reducing production in response to Egypt’s utilization of its energy resources for domestic consumption instead of for those companies to sell the energy to the international market.
By reducing production the companies can pressure Egypt to grant more concessions, the idea being, if Egypt is going to take more of the energy produced from a single field, then the number of fields should be increased to enable the companies to still take the amount they want to sell for profit.
It is essentially like a pawn shop.
In order for Egypt to be allowed to use its own energy for its own population, it has to pawn off more natural gas fields to the companies. However, obviously, the companies can play the same game with the new fields that they are playing with the current ones, artificially limit production, to demand more concessions, and just consolidate their total control of Egypt’s resources and energy policy.
