I did not say that jihad won’t work. But the tactics and strategy have to fit the situation. The methods of domination have changed, and how we have to fight them must adapt to the new realities. A small force can overcome a larger force by means of strategy and careful use of our strengths against the enemies’ vital weak points. At Qadisiyyah, the mujahideen learned how to overcome the elephants by targeting their eyes (for example).
Find the points which will have the greatest impact so you can maximize the effectiveness of your efforts.
Saying that targeting the security forces won’t achieve our goal is not the same thing as saying that we can’t achieve our goal by fighting; it just means, the security forces are the wrong target.
The effective strategy will take time and work, research, discipline and struggle. That is the patience we need; the patience to not let ourselves be drawn into the trap of a futile method of fighting
