One is to take actions that help to spread actual extremism, and the other is to just broaden the definition of extremism until it includes almost everyone.

Because, yes, what you really need for giant multinationals and foreign investors who control more wealth than 10 times the GDP of Egypt, is for them to have more freedom to operate in your country. Remember, these are massive institutions of private power with zero public accountability and no democratic decision-making structure at all, and the government is openly stating that it wants to facilitate their ability to invade Egypt.
