Very little of what we envision an Islamic state to be like actually has much to do with the government. Rather it has to do with the behavior of the people; their personal understanding and commitment to the Deen, their imaan, their taqwa, etc. None of these aspects can be imposed by the state, they are things we have to impose upon ourselves in our own lives and our relations with others on a daily basis.
