Investors are taking it as a given that Egypt will request, and receive a loan from the IMF at some point after the Economic Summit in March. Sisi had implemented, or is in the process of implementing all of the economic reforms the IMF demanded when Mursi first requested assistance.
The slashing of fuel subsidies, increasing taxes, accelerating privatization, letting foreign investors write the new law governing foreign investment to ensure it fully meets their needs, so on and so on, all of these represent zealous compliance with the wishes of the IMF.
The IMF is one of the most important institutional weapons used by business to conquer countries. If a state capitulates with the IMF demands, it means the country has surrendered to foreign investors. If the state does not capitulate, it will likely be subjected to both economic and often to military aggression.
Being granted an IMF loan will open the doors for loans from other international financial institutions, and it will assure investors that Egypt has completely surrendered itself to them. Investment will flow into the country more and more, which translates to more and more of the country being sold, bargained away, and stolen.
Derailing the Economic Summit in March would be a powerful blow against this process, and it would let investors know that Egypt has not surrendered
