There are basically two ways to define Mulk Jabaryy. It can either mean rule by means of force,or it can mean rule which is itself coerced and subject to external powers.
The second definition would include even those governments which may enjoy some degree of popular support. They may not be brutal tyrannies, they may even be decent, well-intentioned people, but they will be forcibly subjugated and dependent upon external powers.
According to the Hadith of Rasulullah , and the realities of the global power system today, in fact, these are the only options available for the governments in our countries. This reality must shape our vision and our strategy with regard to making the Word of Allah uppermost in our societies.
