Chain and padlock brainstorming :

— Chain and lock offices, office building entrances, shop doors, etc, to prevent entry.
— Do the same to prevent exit.
— Chain and lock gates and other access points to storage facilities
— Chain petrol pumps
— Chain and lock front and rear car doors together through widow openings to prevent use (executive and staff cars in parking lots of multinationals, for example)
— Chain together cars that are facing each other by attaching the chains to the bumpers or other protrusion
