Do not make the mistake of applying the ayaat of Jihad against the Kuffar to the situation of fighting against other Muslims; they do not apply; there are completely different rulings for both scenarios.
And do not make the mistake of equating practical evaluation of fighting strategies with weak Imaan, deficient ‘aqeedah or hesitation to fight.
(وَلَوْ أَرَادُواْ الْخُرُوجَ لأَعَدُّواْ لَهُ)
Preparation does not only mean weapons and training, but the gathering of information and building strategy based on a realistic assessment of that information.
You take these steps, not because you are hesitant about jihad, but because you are serious about it
