In an anti-imperialist struggle, you are not trying to destroy the state and its institutions and assets, you are trying to liberate them from foreign domination. After you have succeeded in curtailing the power of predatory and parasitic investors and multinationals, you will need these institutions and assets; it makes no sense to destroy them.
It cannot be emphasized enough how counter-productive it is to target infrastructure. Downing electricity towers, attacking public transport, and so on; the population is already suffering, you should fight to alleviate that suffering, not increase it.
Understand that one of the methods used by neoliberal policy to dissolve the contract between the state and the people is to undermine the efficiency, and cut the budget for state services, so that they will subsequently fall under privatization. When you attack infrastructure, you accelerate that process
