Obviously, when you arm any group in a war zone, you are in fact arming the strongest group, because that is where the weapons will end up. It is a bit like a cage that has a lion and a poodle in it. You may throw meat in the cage and say you are trying to feed the poodle, but everyone knows who will actually eat the meat…and probably eat the poodle too.
