In a grappling or wrestling scenario, yes, you will use bicep strength, but if a street confrontation turns into a grappling match, you are in serious trouble.
Furthermore, if you bulk up your biceps it will inhibit your flexibility and speed. It is more important to focus on your shoulders, triceps and core muscles. These are what you use most in a fight, and for climbing, pushing, and so on.
