Establishment of a genuinely Islamic system depends upon securing political independence; political independence depends upon economic sovereignty.
If you want to establish some version of an Islamic system, with some form of Shari’ah and Hudood, while remaining subordinate to the Kuffar, of course, this already exists throughout the Gulf region.
But if you want to establish a more genuinely Islamic system, the first prerequisite is economic liberation from the control of the global owners of capital.
