Anyone declaring that democracy is forbidden because it means rule by the majority and legislation according to the whims of the population, is a bit like someone declaring that microwave ovens are haraam because they work by magic; or saying that you shouldn’t watch television because it violates the privacy of the tiny people who live inside it. They are issuing a judgment about something without actually knowing how it works.
I can recall at over a dozen variant theoretical systems of democracy off the top of my head; so the fatwa that “democracy” is haraam is imprecise to say the least.
The “tyranny of the majority” is something that democratic theorists have been concerned with for centuries, and democratic system models have developed mechanisms precisely to avoid “majority rule”; particularly the establishment of a constitutional rule of law which sets limits on the legislative power of the government, regardless of public opinion.
Look, any system of government includes some form of selection process to determine who will rule. In the absence of a prophet chosen by Allah, Subhanahu wa Ta’ala, the ruler will be chosen by people. The only question is whether he will be chosen by the general public or chosen by a select group of elite decision-makers.
To be honest, if you actually prefer the government to be selected by the most powerful and influential people in the society, to the exclusion of the general public, then in fact, you advocate the current system operating in the United States
