There are mandatory rules in Islam but there is no mandatory system by which those rules must be implemented. This is from the Mercy and Wisdom of our Rabb, allowing us to develop the system of government to respond to the changing realities of our society, and allowing us the opportunity to earn the reward for developing the best method for implementing His unchanging Law.
