There is more than one discussion here.
Is the democratic process for the selection of the ruler forbidden? It should be obvious that it is not.
Is it forbidden to legislate all matters according to the popular will, making haraam halaal and halaal haraam? It should be obvious that this is not only forbidden, it is kufr.
Then there is the discussion about the actual existing realities of the Mulk Jabaryy era in which we are now living, and in which we will inevitably continue to live until the arrival of the Mahdi.
This is an era of continual struggle against the oppressive tendencies of the state, and this struggle will necessarily continue regardless of whether the government is appointed democratically or otherwise; it will continue whether the ruler calls himself a president or a khalifah.
In this struggle, we must explore all tools and mechanisms that can potentially advance the implementation of the Shari’ah and safeguard the population against tyranny; including political mechanisms.
