In the Shari’ah, when a citizen threatens the security of the society, damages the lives and wealth of his fellow citizens through force and terror, and cooperates with the nation’s enemies, he is punished.for hirabah crimes against the society.
When a leader enacts and enforces policies that create insecurity in the society, that cause death, injury and illness to the people and deprive the population of their wealth and livelihood; and he collaborates with the nation’s enemies to oppress the people and plunder the collective resources of the nation, he should be similarly held accountable.
It seems to me that the end of any ruler’s term in office should be automatically accompanied by a trial to determine whether his policies genuinely served the good of the nation, or actually constituted a kind of war against it
