Sisi has just delivered to the opposition a valuable census measuring the size of the population that either opposes his regime, is dissatisfied with it, or feels apathetic about it. Approximately 85% of voters chose to not affirm the credibility of the government, including the liberals who had opposed Mursi.
The parliamentary election should clarify to disheartened dissidents that, no, they are not outnumbered by Sisi enthusiasts. Egyptians across the political spectrum have expressed very clearly that they do not support the regime.
Even if you choose to interpret the absence of voters as an expression of indifference, still, indifference is not approval, it is not support. It is latent disapproval, and latent opposition.
The indifferent are a fertile soil in which there are not yet seeds planted So let those who are not indifferent, cultivate them.
