The relationship between the rulers and the ruled in the Mulk Jabryy period is always going to be antagonistic. Rule by force means, if it means anything, rule against the popular will. Obviously, if the ruling system was consistent with the will of the people, it would not have to be imposed by force, it would be welcomed.

When we know that the overwhelming majority of Muslims in the world, particularly in the Middle East and North Africa want the Shari’ah to be the law of the land; and we know that the regimes are being forcefully imposed upon us by the Kuffaar, specifically to circumvent the popular will; pursuing the establishment of democratic mechanisms is the most logical method for the iIslamization of government, and for preserving it as such.

The threat of popular participation by a Muslim population who supports the Shari’ah is precisely why anti-Shari’ah governments have to be imposed by force, and democratic mechanisms have to be banned. Islam is what the people want, so the people have to be excluded. The inclusion of the people in the formation of government will mean governments that implement Shari’ah and enact policies that adhere to Islamic principles. The West understands that very well; that is why they have vigorously opposed democratization in the Muslim world.
