Necessarily, the rulers will place many obstacles and buffers between themselves and those they rule, because, like a pyramid that becomes smaller and smaller at every higher level, the actual rulers are few. They are small, and they are weak..
Among these buffers there are, of course, the security services. But there is also the education system; there is the media; and obviously, the economic system which keeps the people in, or on the verge of poverty, struggling for their daily bread .
And, again, like a pyramid, these layers exist for the stability of those at the top, not the bottom.
In my opinion, revolutionaries need to bypass these buffers, not engage with them. Engaging with them is exactly what they are there for.
Rather, you can have a direct impact on the top of the pyramid by targeting their financial interests. You can render the buffers useless and establish an immediate channel between the ruled and the rulers.
