In the context of the Empire of Capital, probably the most important parallel system rebels can develop to compete with state authority, is a mechanism dealing with trade.
As I mentioned, the critical necessity of a revolutionary movement is to establish its own institutions and systems which render state institutions and systems irrelevant.
International business deals with state institutions, you must make them deal with you. They enter into agreements with the regime, and you must nullify those agreements. Their investments and operations are guaranteed and secured by the state; you must prove to business that their investments and operations cannot be secured except by you. Their profitability and operational efficiency must not be guaranteed except with the permission of the revolutionaries. This will marginalize the state, and give authority to the rebels.
As always, remember: whoever can disrupt a system, controls it.
