I do not foresee that the attack on the Russian passenger jet (if it was indeed an attack) will lead to a suspension of Russia’s military aggression in Syria because the attack does not inflict significant consequences on Russia’s decision-makers, nor Russia’s economy. While it may well cause outrage among the population, the population doesn’t matter, and they do not have influence over policy. It will be easy to use the public anger to intensify, rather than suspend, military operations.
