No doubt, there is going to be a lot of excitement amongst the rebels about the European Parliament resolution calling for the suspension of security cooperation between the EU and Egypt, and its condemnation of the spreading culture of state violence.

However, bear in mind that European Parliament resolutions have no legal power; they are not binding upon any EU member.

You may ask yourself, if an overwhelming majority of EU members supported the resolution, why have they chosen to express their condemnation of the Sisi regime in a manner that is not legally binding?

In a sense, the European Parliament uses such resolutions to save members’ reputations while they actively engage in the types of things against which they express their moral outrage in symbolic resolutions. Having publicly gone on record as condemning something, they can then continue to do it with impunity, thereafter.

That may seem overly cynical. But, frankly, I would interpret the resolution as a prelude to increased support and intensified brutality.
