Shaykh-ul-Islam Ibn Taymiyyah said that there are only around 500 ayaat in the Qur’an which contain explicit legal rulings; that’s only about 10% of the total ayaat. And Hadiths which contain explicit legal rulings are also only a fraction of the total number of Hadiths available.

So, I would ask, and you should ask, who from the Islamists, who from those calling for Islamic government, who from those calling for the implementation of Shari’ah, even know which ayaat and which Hadiths actually constitute the unchanging, permanent body of Islamic Law, and which ayaat and Hadiths are subject to interpretation?

Yes, that is a rhetorical question.
