Since you agree with Ibn Taymiyya’s opinion (and I agree with you that the problem of our government is not the kufr that obliges toppling it according to the said opinion), so why then should we resist if the only premise for fighting is Kufr?
Answer:
There are two things here. First, there is no prohibition against struggling for improvement and Islamic reform; that is not the same thing as taking up arms to topple the government. You can protest, disrupt, and pressure the government, and I think this falls under the ruling of helping your brother whether he is oppressed or an oppressor and you help the oppressor by preventing him from oppression. But, of course, the government is not in a position to cede to your demands, because the government is subservient, and that brings us to the second point.
The other issue is, as I have said many times, you do not have to topple your government (whether you think it is permissible to do so or not), because your government does not rule you. Yes, you fight against the rule of kufr, and that is, in fact, what you are under; not because the government is murtid, but because the government does not hold actual authority, and actual authority is held by the kuffar, and it is not permissible for them to rule you, and it is obligatory for you to fight against their domination.
